Leeds have identified Ljubicic as a potential replacement and have already had a £3.37m bid rejected by Koln.
According to MOT Forum, Leeds are preparing an improved offer, with Steinsson in Germany to finalize the deal.
Ljubicic has only one year left on his contract with Koln, which could facilitate negotiations.
The 26-year-old Austrian, who joined Koln in 2021, has scored eight goals in 83 appearances.
His versatility, able to play in central and right midfield, could appeal to manager Daniel Farke.
Ljubicic could potentially partner well with Leeds’ defensive midfielder Ethan Ampadu.
As Leeds aims for promotion, they’re likely to have a substantial budget for reinforcements, given the expected sales of key players.
