Frankfurt reportedly pursued Rutter throughout the first three weeks of January before finalizing the move on deadline day.
In addition to Rutter, a number of loan moves are expected. Former Sunderland winger Tommy Watson and Solly March could head to Championship sides Wrexham and Sheffield United, respectively.
