The 20-year-old French U21 midfielder is likely to be loaned out by Chelsea, with Everton among three English clubs interested.
Ugochukwu reportedly prefers to stay in the Premier League despite interest from abroad.
Ugochukwu joined Chelsea from Rennes last summer for £23.2 million.
He made 12 Premier League appearances and 3 Carabao Cup appearances in his debut season.
Previously, he was linked with Arsenal, who reportedly saw him as a potential successor to Patrick Vieira.
Football talent scout Jacek Kulig has also drawn comparisons between Ugochukwu and Vieira, rating the young player’s potential as “world-class.”
Currently, Ugochukwu is training with the French Olympic football team in preparation for the Paris Olympics.
